Power distribution equipment [including high-voltage distribution room, box type substation, distribution transformer rack, low-voltage distribution room (box), ring network cabinet, cable branch box] shall use the first type of work ticket during outage maintenance; In the same day, several high-voltage distribution rooms, box type substations, and distribution transformer benches carry out the same type of work, and one work ticket can be used; When the high-voltage line is not powered off, the person in charge of the work shall explain to all personnel that there is power on the line and strengthen supervision.
When working on the high-voltage distribution room, box type substation and distribution transformer bench, the low-voltage side knife switch shall be opened first regardless of whether the line is powered off or not; After that, pull off the disconnector (knife switch) or drop out fuse at the high-voltage side, and conduct power test and grounding on the high-voltage and low-voltage leads of the power failure. The above operations can be carried out under the supervision of the person in charge without using the operation ticket.
Before operation, check that users with dual power supply and self provided power supply have taken mechanical or electrical interlocking and other mandatory technical measures to prevent reverse power transmission,
The high voltage system access point of dual power supply and user line with self-contained power supply shall have obvious disconnection point to prevent reverse power transmission of user equipment during power failure operation.
Box type equipment such as ring network cabinet and cable branch box should be equipped with power inspection and grounding devices.
Before power failure of power distribution equipment, disconnect all lines (including user lines), circuit breakers (switches), disconnectors (disconnectors) and fuses that may transmit power to the equipment to be overhauled and to each side of the distribution transformer, and conduct work only after power inspection and grounding.
When the low-voltage side of two or more distribution transformers share one grounding downlead. If any distribution transformer is cut off for maintenance, other distribution transformers shall also be cut off.
During power inspection of power distribution equipment, insulating gloves shall be worn. If direct power inspection is not possible, indirect power inspection can be carried out according to Article 3.3.3.
When the capacitor is powered off, the power supply shall be disconnected first, and the capacitor shall be fully discharged and grounded before operation.
If the grounding resistance of power distribution equipment is unqualified, insulating gloves shall be worn before touching the box.
The power distribution equipment shall be equipped with anti misoperation locking device, which is not allowed to exit the operation at will; Unlocking is prohibited during switching operation. If it is necessary to unlock, the approval procedure shall be performed; The unlocking tools (keys) shall be sealed in time after use.
Ordinary cable joints used in power distribution equipment are not allowed to be plugged or unplugged with electricity. The elbow type cable joints that can be plugged or unplugged with electricity are not suitable for operation with load.
When the nuclear phase is electrified on the tower, the operators shall keep a safe distance from the electrified parts in Table 5-1. Phase checking shall be carried out phase by phase.
